The Florida 300 is an endurance distance race of beach type catamarans to be competed along the coast of Florida, USA, beginning at the Islander Resort, a Guy Harvey Outpost, Islamorada, the Florida Keys, and proceeding up the coast, ocean side, finishing at the Ocean Deck Restaurant, in Daytona Beach, FL.  There will be stops each day completing approximately 70 miles per day, remaining overnight before starting from the same beach the next morning. There will be 5 legs as described below for this 300+ mile race. Times will be recorded for each leg of the race with cumulative raw and corrected times recorded for prizes and awards.

1.0  This regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS).

1.1 US national prescriptions which will apply for: Rules 34, 40, 61.4, 63.4, 68 and appendix R and T.   A Copy of US Prescriptions will be posted on the official Notice Board.

1.2 Changes to rules:

a. Rule 41, Outside Help, is changed as follows:

1. Assistance by a pusher, “Support Person”, defined by RRS, is permitted at the start, by a designated person, (a pusher) chosen by the boat and listed with the RC, to push the boat as long as practical through the surf.  The same person may assist recovery after the boat has finished racing each day, as allowed by the RC Beach Boss.

2. Assistance is encouraged for any boat or crew member in danger at sea.  Any assisting boat may have time spent assisting another boat or crew member recorded and deducted for that day’s time racing.  Any boat receiving assistance at sea from any source shall be assessed a 30 minute time added to the day’s raw time.  A boat or crew member may decline assistance perceived by another, by call out.  All actions taken under this rule shall be reported in
writing to the RC within one hour of finishing that leg by all boats involved.

b. Rule 42, Propulsion, is changed, to permit a pusher (A designated member of each team) to assist his team boat through the surf at the start and finish of each leg of the race. It is further changed to permit paddling by on board crew members in surf conditions.

c. Rules 18, 31 are changed for distance racing.  All Rules affecting marks of the course are eliminated, except for start and finish marks (flags).  Hitting a mark (flags) while beaching to finish could be penalized.  There will be a person(s) holding the finish marks (flags) referred to as the “GATE”, avoid contact at all possible.  Timing will be as recorded crossing where the marks (gate flags) are located. Note: If conditions and weather are deemed to be a factor or extreme, the BEACH BOSS can and will make changes as needed for safety.

44.1 is changed by requiring only one turn for breaking a rule of part 2.

Rule 80, Advertising, is changed by addition to this rule:  All boats must remove decals
outside of bows and forward of the mid cross bar, providing space for race and sponsor decals.  Florida 300 decals from prior years may be left in place.

1.3 Other documents which apply:  The 2017 Florida 300 Notice of Race (NoR), This Florida 300 Sailing Instruction (SI), and Class Rules for each participating Class boat except as amended by the NoR or SI.  In the event of conflict, the SI shall supersede.

2.0 Eligibility, Entry, Registration, and Requirements for racing.

a. Eligibility:   A class shall be formed if there are 3 boat registered by type, only if registered by the deposit date.   An open class will be formed as required, for boats 16 – 22 feet, rigged with spinnakers and inserted boards having the speed and seaworthiness to compete in this beach launched and surf recovery, offshore racing.

b. All boats not having a Florida 300 decal on their bows must have clean bows, on outside surfaces, from the mid boat cross bar forward for Race and Sponsor decals to be placed.

c. Entry and registration: Teams entering the race should register as soon as possible using the online form https://www.sailseriespromotions.com/races/florida-300/2017-registration/ . The form should be completed for each team separately, even if multiple teams are being managed as a group. Race entry is limited to the first 25 teams to register.

The entry fee for the race is $500. There is a $100 early registration discount until February 28th, 2017, making the entry fee $400 for teams that register early.  To receive the discount, teams that register early must pay in full by the early registration deadline.

Final onsite registration and safety equipment checks will be available on Sunday April 30th, and Monday May 1st at the race registration table. Location and will be posted on the race notice board. All fee payments and registration paperwork must be completed by 0800, Tuesday, May 2nd.

d. Each participant is required to have and provide documentation of at least $200,000 liability insurance at registration.

e. Crew Sailing Qualification: This is an endurance race.  Sailors competing in this race must have experience in open seas, weather knowledge of conditions which may be endured including heavy seas and stormy conditions, navigation capability along the sea coast and the ability to fend for self in sea conditions and an ability to right a boat knocked down by wind or seas.    Physical conditioning prior to racing is necessary to help endure long hours on a trap line in heavy winds and sea.

f. Final registration form to be completed at final registration with signatures of the skipper, crew and team leader.

g. All competitors shall have an assigned Team Leader, a “support Person” in RRS, who will drive a support vehicle and boat trailer for the whole trip, and serve the boat being supported as required.  The Team Leader shall serve as pusher or provide a pusher during race starts through the surf.  He or she will also assist during boat recovery through the surf each day, under the direction of the RC Beach Boss, whenever the boat arrives.  One Team leader may, with approval of the OA support more than one team.   Advance approval is required in writing.

3.  Notices to competitors will be posted on the official notice board located at the water sports shack at the islander resort, and the beach meeting area at other locations.

4.  Signals made ashore will be displayed from the flagpole located by water Sports Shack at the Islander Resort; and on the beach meeting area at other locations.   If a postponement is signaled ashore, the warning signal will be made not less than 30 minutes after flag AP
is lowered.

5. Schedule and Class Flags:

A competitors’ meeting will be held at the Islander Resort, Islamorada, FL at 5PM, May 1st, 2017.   The warning signal, a Red Flag, for the first race will be no earlier than (NET) 9:55 on May 2nd from a RC boat, off shore at the Islander resort.  Subsequent race warning signals [each day] will be signaled on the beach NET 09:55.

6. Racing Area
The racing area will be Ocean side along the Florida Coast line between Islamorada, FL and Daytona Beach as describe in the preamble to this SI.

7. Courses and Marks:

The course starts May 2, 2017, offshore at the Islander resort, at the start line signaled on day one and on each beach, for the following days.

a.   The course will finish at the following points each day, between two orange flags, (a gate):   (GPS Positions are approximate.)

b. Starting and Finishing Lines. The starting and finishing lines on the first day will be between Two Orange Flags, or between a orange pin mark and the RC boat on the starboard end, ocean side off the Islander Resort.

c. Start and finish lines will be between two orange flags (A Gate) on the beaches for all other days. The Signal Starting System in RRS rule 26 will be used at all locations. A rapid set of horn beeps will signal “Attention” 6 minutes before the start.

8. Time Limit:

There is no time limit for each day of racing.  The Race Committee will be at each beach until all boats are in or a boat has notified the RC that it has been beached for any reason.

9.  No race leg will be started during a thunderstorm.  A race leg start may be delayed starting for up to 2 hours.  In the event of prolonged weather delay, boats may be instructed to recover boats to trailers and then be moved to the next day beach start location.

10. Weather beyond a start cannot be predicted, so the following safety plan is activated for the Florida 300:

a. Any boat may make a decision to go ashore at any time for damage or weather considerations.  The boat going ashore is required to take the time (Hour, minutes and seconds) making shore.  After safe ashore the RC must be notified ASAP, stating the time on shore, of the time shore was made.

b. The RC will be notified again, when started again from that same shore.  Since this is an endurance race, a 30 minute penalty shall be assessed for any stop on shore.  (Note:
It is the boat’s decision for going ashore at any time, for any reason

c.   If deciding not to continue racing, boats must notify the RC when safe, ASAP.   Same phone #’s.

11. Protests

Protest(s) and/or requests for redress shall be delivered in writing to the RC within one hour of arrival on the beach by each boat, each day.  A list of protests/requests for redress received will be posted on the notice board each day.  Protest forms will be available from the PRO.

Arbitration meetings will be held as soon as practicable after racing each day at a location to be noticed.  An arbitration meeting IAC Appendix T of the RRS will be held for any/all protests/requests for redress submitted on time.  The PRO will chair the arbitration meeting.  Any protests not resolved by arbitration, will be noticed to a USS certified judge, who may/will not on site during racing.  Judgement decisions will be noticed when available.

12. Scoring:

Scoring will be by Boat Class for each class in raw time.  The Open class shall be scored using SCHRS ratings each day and summed for entire race.  All boats will be scored for Race Championship Raw time and using SCHRS ratings Corrected time Awards.

12.1 Boats not completing any day, may receive a time for a missed day, which shall be the longest finishing time recorded for that day, plus two hours.  To be considered for an award, boats must physically complete at least 4 days of racing.

13.  Awards:  There will be a raw time best overall Championship Award, which shall be the presented to the Florida 300 Race Champion.  There will be a best overall corrected time award presented to the best corrected time boat.  There will be race class awards presented for each class based upon best overall raw times and best corrected time for the open

14. Advertising: RRS rule 20 and World Racing rule 20 are in effect.

15. Required safety equipment:  Safety Equipment as required by ISAF Offshore Special Regulations for Category 2 racing and Florida 300 designated requirements.

15.1 For Each crew member, attached to person

  • a.    US Coast Guard (USCG) approved PFD personal PFD, worn at all times while racing.  All life preservers shall be in reasonably new & undamaged condition.
    The RC will recognize the country certification of a pfd’s used by a sailor in a boat of his own competing country. Foreign sailors using US registered vessels must wear USCG approved pfd’s.  This is IAW USCG Regulations.  Modification of a pfd voids the certification for either country.
  • b.    One small enclosed or folded knife.
  • c.    Whistle attached to each person.
  • d.    Waterproof flashlight
  • e.    Personal Safety Strobe
  • f.     A personal locator beacon
    (PLB) attached to each crewmember is required for the Florida 300.  A 406
    MHz EPIRB or an approved PLB will satisfy this requirement.  A Smartphone
    with Kattack Mobile app (free) is required for each crew, to support team and
    RC tracking.
    Note:  The OA has obtained an opportunity to rent ACR 2881 PLB’s for
    those wishing to do so.  It is mandatory that those wanting to rent a PLB,
    to contact the RC ASAP for ordering, or by email/text message to
    phone 321 544 512.  Those not
    ordering will not be able to pick one up at registration.  The OA will
    rent and provide instruction for use to every member ordering a PLB.
  • g.    Proof of NOAA Registration of 406 MHz EPIRB’s must be provided to the race safety equipment inspector.
  • h.     Each crew member shall have beverage sufficient to prevent dehydration for each day’s sail.

15.2   For Each Boat, secured to boat or to a person:

  • a.    Waterproof VHF Radio
  • b.    One water-protected secured cell phone, (one for each crew member strongly suggested.)
  • c.    Marine Grade Compass, attached to each Florida 300
  • d.    Three Current day/night flares (At least one should be night rated.)
  • e.    Safety line, at least 50’ in length, to be used for towing.
  • f.    One throwable PFD
  • g.    Tracking is mandatory
    on all boats. A smartphone with Kattack Mobile app (free) is an acceptable
    transmitter. Teams should have enough battery power on board to keep
    transmitting their position for the entire leg.
  • h.    Each Boat is suggested to join Boat US for this race. A one year membership is $10 for the
    first year and $24 for follow on years. Emergency towing service will be
    available all along the race course.  To order a membership the website is

17.  Disclaimer of liability:  Competitors participate in the regatta entirely at their own risk.  See Racing Rules of Sailing rule 4, Decision to Race.  The Organizing Authority does not
accept liability for material damage or personal injury or death sustained in
conjunction with or prior to, during or after this race.  All crew and ground
crew will be required to sign a USS waiver prior to racing.
